Resource Profile: Incapacidad (Observation) RDA

Perfil FHIR de una incapacidad, para su intercambio en un documento RDA en Colombia.

El perfil AttendanceAllowanceRDA define las restricciones y extensiones aplicables al recurso Observation para representar información sobre las incapacidades reportadas en el Sistema de Incapacidades y Prestaciones Económicas (SIPE), dentro del marco del Resumen Digital de Atención (RDA) en Colombia.

Este perfil permite estandarizar el registro de los principales datos asociados a una incapacidad, incluyendo:

• El alcance de la incapacidad (nueva o prórroga).
• El número de días de incapacidad otorgados.

El recurso Observation en FHIR se utiliza para registrar mediciones, evaluaciones o aserciones clínicas. En este contexto, se adapta para documentar información estructurada sobre incapacidades, garantizando su interoperabilidad en el ecosistema de información en salud colombiano.

Ámbito

Este perfil define las restricciones y extensiones aplicables al recurso Observation, con el objetivo de representar las incapacidades dentro del contexto del Resumen Digital de Atención (RDA), como parte de la interoperabilidad de la Historia Clínica Electrónica en Colombia.

El perfil permite capturar información estandarizada del alcance de la incapacidad (si corresponde a una nueva incapacidad o a una prórroga) y del número de días de incapacidad otorgados.

Ha sido diseñado a partir de los lineamientos normativos definidos por el Ministerio de Salud y Protección Social, y está armonizado con la Guía de Implementación FHIR Core Colombia.

Uso previsto

Este perfil está diseñado para ser implementado por:

• Plataforma de interoperabilidad del Ministerio de Salud y Protección Social.
• Instituciones Prestadoras de Servicios de Salud.
• Sistemas de información en salud (HIS, HCE, LIS, etc.).
• Repositorios de datos clínicos (CDR).
• Proveedores y consumidores de servicios interoperables de salud.

Se espera que sea utilizado principalmente en el intercambio de información sobre incapacidades en el RDA.

Restricciones

• Se requiere el uso de terminologías controladas nacionales.
• Se aplican restricciones sobre elementos obligatorios y cardinalidad del tipo de recurso FHIR Observation, para ajustar su uso en el contexto de la Resolución 1888 de 2025.
